Response to IE Bulletin 83-06; Nonconforming Materials Supplied by Tube-Line Corporation
Dear Sir:
In response to the subject IE Bulletin and an active 10CFR50.55(e) item
[ Reference (c)], a survey of all potential vendors of materials supplied by Tube-Line Corporation was undertaken.
In summary, our review has identified only the shop fabricated piping Purchase order (9763.006-248-1) with Dravo Corporation, where Tube-Line material was used in an ASME III application.
The materials and subassemblies involved have been identified and placed on hold.
The acceptability of these materials / subassemblies is currently being evaluated.
Listed below are companies which are identified on Attachments 2 and 3 of IE Bulletin No. 83-06 as either purchasing or receiving companies and who have also provided safety related material / services on the Seabrook Project:
o Dravo Corporation (P.O. 248-1) - Tube-Line materials were supplied on this Purchase Order.
These materials have been identified and their acceptability is currently being evaluated.

The material supplied to Dravo was carbon steel SA-234 Grade WPB, j
seamless 900 elbows which are included in ASME III, Class 2 i
spools, intended for use in the Component Cooling Water System.
i Also, reducers, tees, and elbows (both 450 and 90 ) are included 0
in ASME III, class 3 spools intended for Component Cooling Water and Diesel Generator Systems. A total of twenty-eight spools are on hold at job-site. Additional material and subassemblies are on hold at Dravo's shop.
Dravo QA personnel have visited Tube-Line's Long Island City, New York facility and have verified that the material provided to Dravo for use at Seabrook was in compliance with the requirements of ASME III NCA-3800 No supplemental nondestructive examination was required by ASME III NC-2000 or ND-2000 for the material involved, i.e., seamless SA-234 Grade WPB fittings; however, arrangements have been made to have one fitting f rom each heat supplied by Tube-Line tested to verify that the properties are comparable to the results recorded on the Certified Material Test Reports.
This effort was initiated in response to the subject IE Bulletin which indicated that, in some i
instances, independent testing of the fitting material revealed lower mechanical properties than those indicated on the Material Test Reports. The initial testing has begun, but the results are not yet available.
It is anticipated that the testing will be completed by November 30, 1983.
o Metal Bellows Co. (P.O. 248-75) - Response from Metal Bellows indicates that Tube-Line materials were not used in this Purchase Order.
Pullman Power Products (P.O. 248-51) - Pullman only provides o
installation services, all materials are provided by others.
Koch Process Systems (P.O. 275-2) - Response from Koch Process o
indicates that Tube-Line materials were not used on this Purchase i
O rde r.
o Grinnell Fire Protection System Co. (P. O. 70-1) - Tube-Line i
materials were supplied on this Purchase Order.
However, these materials were used in an ANSI B31.1 application, not for ASME III work.
Therefore, the concerns cited in IE Bulletin No. 83-06 are not considered applicable to this work.
Guyon Alloys (P.O. 248-54) - Response from Guyon Alloys indicates o
that Tube-Line materials were not used in this Purchase Order.
Pittsburgh-Des Moines (including W. J. Woolley) (P.O. 15-1) -
o Response from PDM indicates that Tube-Line materials were not used in this Purchase Order.

Mr. Thomas C. Murley Page 3 In addition to the vendors listed above, vendors for sixty-one other Purchase Orders, where Tube-Line materials could possibly have been used, were contacted and they responded by indicating that Tube-Line materials were not provided.
Six of the sixty-eight total vendors contacted indicated that Tube-Line materials had been supplied, however, it has been determined that these materials are intended for use in non-ASNE III applications.
As indicated above, only the Dravo Corporation Purchase Order supplied materials are intended for use in ASME III applications.
A supplemental response to IE Bulletin No. 83-06 will be submitted to your office by December 30, 1983, subsequent to the completion of the additiooal testing that is currently in process.
