Dear Chairman Edles and Judges Buck and Kohl:

In accordance with our practice of notifying the Appeal Board and parties of changed circumstances, or new information on issues under consideration, Licensee hereby provides the following information. At paragraph 312 of its Management PID, 14 N.R.C. 381, 491 (1981), the Licensing Board noted that, as part of the effort to improve and upgrade maintenance recordkeeping, Licensee had instituted a monthly review of outstanding work requests in order to clear old work requests from the computer system, either by cancelling or completing the work or by providing a superseding job ticket. See also, Shovlin, et al., ff. Tr. 13,533, at 30. Licensee's counsel is informed that Licensee has modified this program to provide for quarterly i update reviews. Kohl November 29, 1983 l Page Two \\ i This change was prompted by the fact that the majority of the older work requests already have been removed from the system; further, the quarterly review has been shown to produce only a very few work requests. Id. Thus, while the frequency of the update reviews has Fden modified, the purpose of the review, as described by the Licensing Board, continues to be met. Respectfully submitted, [ Ernest L. s i UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION BEFORE THE ATOMIC SAFETY AND LICENSING APPEAL BOARD In the Matter of ) ) METROPOLITAN EDISON COMPANY ) Docket No. 50-289 ) (Res tart) (Three Mile Island Nuclear ) Station, Unit No. 1) ) AFFIDAVIT OF DANIEL M. SHOVLIN Dauphin County )

ss State of Pennsylvania )

DANIEL M. SHOVLIN, being duly sworn according to law, deposes and says as follows: 1. I am the Manager of Plant Maintenance, TMI-1, and have previously testified in the Restart Proceeding. A summary of my qualifications follows Tr. 13,533, at 3. 2. In our direct testimony before the Licensing Board, we I described several actions undertaken to improve Maintenance Department recordkeeping. One of these actions was the perfor-l mance of a monthly update review of outstanding work requests in order to purge the computer system of old work requests by can-1 celling or completing the work or providing a superseding job ticket. Shovlin, et al., ff. Tr. 13,533, at 30; Management PID at 1 312.

i , 3. Based upon experience with the system, the frequency of these update reviews has been decreased to a quarterly basis. This change is due to the fact that the great majority of old work requests hare, over time, been removed from the computer system. 4. Quarterly reviews performed to date have identified only a small number of old work requests, most of which had been completed, but not tested or closed out. Thus, the quarterly a reviews continue to provide a means of identifying and tracking outstanding job tickets. Daniel M.
