Grand Gulf Nuclear Station Docket No. 50-416 License No. NPF-29 Deletion of the Reporting Requirement for the Snubber Test Plan Selection GNRO-95/00055 Gentlemen:

Since relocation of certain items from the Technical Specifications to the Technical Requirement Manual (TRM), Grand Gulf has begun to make some changes to the TRM as allowed by 10CFR50.59. One of the new changes involves a one time change to the snubber test program for the upcoming refueling outage (RF07) and deletion of the reporting requirement icr the snubber test plan selection. Due to the deletion of this reporting requirement we plan no future submittals regarding snubber test plan selection. The following discussion provides additional information on these changes.

Section 7.6.3.10.3.e of the TRM requires functional testing of a representative sample of snubbers during the first refueling outage and at least 18 months thereafter during shutdown using either the 10% Plan option (as described in 7.6.3.10.3.e.1 of the TRM) or the 37-Plan option (as described in 7.6.3.10.3.e.2 of the TRM). In addition, i

the TRM requires submittal of a written report of the sample plan selection prior to the 1

test period if the selected plan is different from that used in the previous test period.

I The snubber sample plan is being revised for RF07 to accommodate special freedom of motion testing for 100% of Pacific Scientific Arrestor (PSA) 1/4 and 1/2 snubbers with functional testing for those which exhibit unacceptable drag. Plant and industry experience indicate this to be a proactive and acceptable action for RF07. The remaining snubber categories will be functionally tested using a 10% random sample.

Section 7.6.3.10.3.e reads, "The sample plan shall be selected prior to the test period and cannot be changed during the test period. A written report of the sample plan i

selected shall be submitted to the Nuclear Regulatory Commission pursuant to l

Section 50.4 of 10 CFR Part 50 prior to the test period or the sample plan used in the l

prior test period shall be implemented". In order to reduce administrative burden Grand Gulf has deleted the plan selection reporting requirement. The sample plan will continue to be selected prior to the test period using one of the acceptable test plans described in the TRM and will not be changed during a test period. Plan selection prior to the test period will be documented by administrative means rather than by docketed correspondence.

Entergy Operations at Grand Gulf plans to continue using either of the two snubber l

testing programs but may incorporate changes based on industry experience and new issues, if warranted. These test plans will not be affected without performing an evaluation to ensure an equivalent or higher confidence level.
