Dear Mr. Traina:

SEQUOYAH NUCLEAR PLANT (SQN) - NPDES PERMIT NO. TN0026450 (M10,739)

Enclosed is an erosion and sediment control report required by Part III,I.

of the SQN NPDES pennit. This report covers the period February 1 Septaber 30, 1983. Because there was so little time between issua,5nce to of the plan (February 2, 1983) and the issue date for the first erosion andsedimentcontrolreport(March 31,1983), we have delayed preparation of the report until now. We are requesting that the second report due date be extended until March 31, 1984.

If you have questions, please call Michael Hines or Stephen R. Wells at (205) 386-2971 or FTS 872-8971 in Muscle Shoals, Alabama.

'h? l' SEQUOYAH NUCLEAR PLANT EROSION CONTROL REPORT SPRING-FALL 1983 The nature of onsite construction activity at Sequoyah Nuclear Plant has changed considerably over the past year. Both units are fully operational and construction is now focused on completion of specialized support facilities (office space, radwaste management, shops, etc.) for the plant.

As construction activities are completed and decisions to terminate certain other activities are made, final cover can be applied to more areas onsite.

The following information is provided as a status update for erosion control activities onsite. The areas referred to herein correspond to those identified in the erosion and sediment control plan dated December 1982.

1. Area 1 - LLRW Access A good stand of vegetative cover has been established. The area was seeded and mulched in the fall of 1982 and reworked in spots in spring 1983 No further action should be required in this area.
2. Area 2 - LLRW Riverside This area was regrassed in the spring of 1983 and additional riprap was placed to control washing along the steeper sideslopes. Grass has been established and no further action should be necessary.
3. Area 3 - LLRW' Construction and Borrow Area TVA has been withholding c decision concerning the disposition of this area pending a management decision concerning completion of the remaining thirteen LLRW storage modules. TVA's current position is that the additional modules will not be built in the foreseeable future. The temporary erosion control methods now in place (hay bales and crushed stone placed in drainage ditches) will be maintained until final grading and grassing is completed (now anticipated to begin in the spring of 1984).
4. Area 4 - Borrow Area and LLRW (Upper Side)

Existing erosion control measures have been maintained. Hay bales are inspected periodically and replaced when necessary. This erosion control procedure will be continued.

5. Area 5 - Plantside of Cold Water Return Channel The roadbed in this area had been a continuing source of runoff. Plans now are to complete the road in the spring of 1984. The grading, surfacing, and landscaping associated with road construction should eliminate the erosion problem. Until that time, existing controls will remain in place.

6. Area 6 - Diesel Generator Buildings This area was essentially at final grade and grassing was completed during the spring of 1983 Since then, much of the area has been arcavated to complete various piping modifications. The excavatad area has been regraded, reseeded, and mulched. Some " touchup" work may be necessary during the spring of 1984.
7. Area 7 - Cooling Towers A perimeter road and miscellaneous underground piping will be completed this fall. After those activities are complete, the area will be seeded and mulched (probably spring 1984). Until construction in this j area is complete, all catch basins receiving drainage will be provided j with crushed stone collars to remove suspended solids.
8. Area 8 - Spoil and Transmission Tower Area No change in activities or erosion control measures is anticipated.

The area is progressively reclaimed as additional spoil material is placed there. All runoff continues to be directed through control devices to the yard drainage pond.

9. Area 9 - Sewage Treatment Plant Under Construction The sewage treatment plant is complete and is now in operation. Grass has been established on all final grades. The only area not now grassed is the vicinity of recent excavation for the discharge pipe.

That area will be seeded and mulched in the fall of 1983

10. Area 10 - Warehouse Area Adjacent to Fish Trap The discharge ditch was cleaned out and regraded during the summer of 1981. Additional riprap has been placed between the warehouse area and discharge ditch. The warehouses are still in use and no decision concerning their ultimate disposition has yet been made. Erosion controls will be maintained in this area.
11. Area 11 - Remaining Warehouse Area No action is necessary or has been taken to control erosion in this area.
12. Area 12 - Yard Area Next to ERCW Intake No additional controls have been implemented in this area.
