o WASHINGTON. O C. 20566 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 42 TO FACILITY OPERATING LICENSE NPF-68 AND AMENDMENT NO. 22 TO FAClllTY OPERATING LICENSE NPF-81 GEORGIA POWER COMPANY, ET AL.
V0GTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 DDCKET N05. M-424 AND 50-425
1.0 INTRODUCTION
i By letter dated March 29, 1991, Georgia Power Campany, et al. (the licensee) proposed license amendments to change the Technical Specifications (TSs) for Vogtle Electric Generating Plant (the facility), Units 1 and 2.
The proposed amendments would correct references given in TSs 3.1.2.2, 3.1.2.4, and 3.1.2.6 and in associated Bases 3/4.2.2 and 3/4.2.3.
Specifically, in the Action statements of TSs 3.1.2.2, 3.1.2.4, and 3.1. 2.6, th 3 phrase "... SHUTDOWN MARGIN as required by Figure 3.1-2 at 200 F..." would be rep' aced with the phrase
... SHUTDOWN MARGIN as specified in the CORE OPERATI4G LIMITS REPORT for MODE 5 at 200*F... " Similarly, in Bases 3/4.2.2 anil 3/4.2. J, the phrase "...as defined by figure 3.1-3." would be replaced with the phrase "...as described in Specification 3.1.3.6".
2.0 EVALUATION On July 30, 1990, the NRC issued License Amendments 32 (Vogtle Unit 1) and 12 (Vogtle Unit 2). These amendments revised the TSs by removing reacter physics data that are cycle specific and noting)that this information had been relocated to a Core Operating Limits Report (COLR.
Figure 3.1-2, which provides shutdown margin requirements for Mode 5, and Figure 3.1-3, which provides control rod bank insertion limits, were among the data removed from the TSs and placed in the COLR.
However, the prior changes failed to revise references to these figures within certain TSs and Bases.
The proposed amendments correct this oversight by referencing the correct location of the figures.
No changes in the l
requirements of the Action statements of the TSs are proposed.
The NRC staff has reviewed the proposed changes and finds them to be administrative in nature. Moreover, the corrections which they i'nplement are appropriate and have no adverse affect upon safety. Therefore, the changes are l
acceptable.

3.0 STATE CONSULTATION

in accordance with the Commission's regulations, the Georgia State official
[
was notified of the proposed issuance of the amendments. The state official i
had no comments.

4.0 ENVIRONMENTAL CONSIDERATION
f The amendments change a requirement with respect to the installation or use of i
facility components located within the restricted area as defined in 10 CFR i
Part 20.
The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents 6
that may be released offsite and that there is no significant increase in j
individual or cumulative occupational exposure.
The Commission has previously issued a proposed finding.that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (56 FR 20039).
Accordingly, the amendments meet the eligibility criteria for categorical
}
exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no i
environmental impact statement-or environmental assessment need be prepared in connection with the issuance of these amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the i
public will not b_e endangered by operation in the proposed manner, (2) such i
activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common
