Saccomando letter to the Nuclear Regulatory Commission dated February 13, 1995, transmitting a Proposed Technical Specification Amendment for Increase Interim Plugging Criteria for Braidwood and Byron In the reference letter, Commonwealth Edison Company (Comed) submitted an application for 3 volt Interim Plugging. Criteria for the Byron and'Braidwood Unit 1 Steam Generators.
In this submittal, and other correspondences, Comed stressed approval of this amendment is critical to Byron and Braidwood so that important resources could be conserved over the remaining operating life of the generators. Approval of this proposed i
amendment will result in significant savings associated with l
steam generator tube repair, unit derating and person-rem. We l-recognize that some key issues need to be resolved prior t o approval of this proposal. Comed and the Staff have been actively t
l participating in dialogue to address specific issues. Given the possibility that resolution of these issues may not be reached prior to the fall 1995 outages, Byron Station would like the Staff to be aware that it is our intention to submit a request j
for IPC usage for Byron Cycle 8 (currently scheduled for Spring 1996). This submittal may be in the form of a supplement to the pending amendment request. The content of the submittal / supplement will depend on approval status of the 3 volt request and technical issues related to IPC.
l Normally, Byron Station's goal is to submit amendment requests at least one year prior to the requested approval date. With the request for an increased IPC currently in review, it would be redundant for Byron to submit a request for Cycle 8 IPC at this time.
Therefore, it is our intention to submit a request for L
increased IPC for Byron Cycle 8 in the Fall of 1995. By that time, Comed will know if the pending 3 volt package has been l
approved and what technical issues, if any, remain to be i
addressed. We believe, if the Staff approves the pending amendment request for Fall 95, the provisions of that approval would be applicable to Cycle 8 as well.
