Keppler, Regional Administrator U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Dear Mr. Kepplers This letter is in response to the NRC IE Bulletin No. 83-06 entitled, " Nonconforming Materials Supplied by Tube-Line Corporation Facilities at Long Island City, New York; Houston,-Texas, and Carol Stream, Illinois" dated July 22, 1983.

Our purchasing records have been examined to determine if any purchases of safety related materials have been made directly from Tube-Line Corporation facilities at Long Island City, New York; Houston, Texas and Carol Stream, Illinois, during construction or in the operation of Indiana & Michigan Electric Company's Donald C. Cook Plant, Units 1 and 2.

The results of this detailed review revealed that no purchases for safety related material have been made directly from Tube-Line Corporation for the Donald C. Cook Plant either during construction or in the operation of the plant from 1981-1983.

Also, in accordance with IE Bulletin No. 83-06 under Section entitled, Description of Circumstances, paragraphs numbered 5 and 6, l

indicated that Tube-Line Corporation representatives stated they would send letters to all identified end-users of their carbon steel and stainless steel products in nuclear facilities. To the best of our knowledge, neither Donald C. Cook Plant personnel nor American Electric Power Service Corporation personnel have received any such correspondence from Tube-Line Corporation to date.

l We have performed a review of the lists of purchasing and receiving companies noted in Attachments 2 and 3 of the subject Bulletin. The Indiana & Michigan Electric Company or the Donald C. Nonetheless, we have reviewed the purchase orders placed directly by Indiana & Michigan Electric Company with the list of purchasing and receiving vendors given in Attachments 2 and 3 to Bulletin No. 83-06 to determine if any ASME Code materials have been furnished by Tube-Line to these vendors for eventual shipment to Indiana & Michigan Electric Company's Donald C. Cook Plant. Based on the review analysis made on those orders, to the best of our knowledge, nuclear grade ASME Code piping materials have not been received in this indirect manner from Tube-Line Corporation.

As a further precaution, we are in the process of notifying the purchasing and recciving companies listed on Attachments 2 and 3 of IE Bulletin No. 83-06 and requesting them to review and verify our findings in this matter. If any additional or conflicting information is received as a result of this further effort, we will notify the appropriate personnel promptly.

For all of the reasons stated above and in accordance with Paragraph 4a. of the Section of IE Bulletin No. 83-06 entitled, Actions to be Taken by Holders of Operating Licenses or Construction Permits, de state that to the best of our knowledge no Tube-Line Corporation supplied materials have been furnished to the Donald C. Cook Plant fo2 use in safety-related systems from 1981-1983.

This document has been prepared following Corporate procedures which incorporata a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
