Enclosed is Revision 25 to Issue 4 of the Beaver Valley Power Station (BVPS)
Physical Security Plan (PSP) (Base Plan). Revision 25 deletes the use of an anti-passback feature within the BVPS computerized automated access control system. This change reflects the position of Regulatory Guide 5.6.5, " Vital Area Access Controls, Protection of Physical Security Equipment, and Key and Lock Control," which states that the anti-passback feature in vital area access control systems is not required or recommended by the NRC.
Since this change does not decrease the safeguards effectiveness of the Physical Security Plan, it is being submitted in accordance with 10 CFR 50.54(p)(2).
The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Infonnation under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
