Dear Administrative Judges:
Please find enclosed a photocopy of a recent letter from Mr. W.
G. Hairston, III, Senior Vice President of Georgia Power Company's Nuclear Operations Department, to the NRC withdrawing-the pending license amendment request.
As explained in Mr.
Hairston's letter, the Commission har directed the NRC Staff to address generically the nuclear industry's request for relief from accelerated diesel generator testing requirements.
Mr.
Barth, Counsel for the NRC Staff in this proceeding, by letter dated July 15, 1991 provided the Board with the Staff Requirements Memorandum.
That Memorandum resulted from a request by the Nuclear Management and Resource Council (NUMARC) to the Commission on May 21, 1991, after Georgia Power had filed the pending license amendment request on April 22, 1991.
Withdrawal of the pending license amendment will avoid any potential 9108270104 910816 PDR ADOCK 05000424

20555 Gentlemen:
V0GTLE ELECTRIC GENERATIh0 PLANT REVISION TO TECHNICAL SPECIFICATIONS TABLE 4.8-1 22, 1991, Georgia Power Company (GPC) applied to the NRC for By letter of April an amendment to the Technical Specifications (TS) for the Vogtle Electric Generating Plant (VEGP).
This amendment would modify table 4.8-1 of the TS related to the frequency of emergency diesel generatra '.esting. The -equest would allow the return to a regular monthly testing i ch.edul o from en increased test frequency, following the completion of 7 consecuuve tarts without a failure, provided the number of failures in the last 20 valid demands has been reduced to 1 or less.
The Nuclear Management and Resources Council (HUMARC), by letter dated May 21, 1991, to the Honorable James R. Curtis, requested relief from accelerated diesel generator testing requirements and advised that sufficient information had been provided to the Commission to f acilitate this reduction by establishing accelerated testing on a basis of 4 failures in the last 25 valid tests.
By a staff requirement memorandum dated June 28, 1991, the Commission has directed the HRC staff to address the industry's request for relief from accelerated diesel generator testing requirements.
In Georgia Power Company is a member of NUMARC and is following this effort.
light of the industry effort to resolve this generic issue, GPC is withdrawing the pending license amendment at this time. Georgia Power company will consider an appropriate request when the industry initiative is resolved, 6tofl9Dt9 -
