Limerick Generating Station, Units 1 and 2 Submittal of Environmental Noise Assessment Reports Gentlemen:

In accordance with the Limerick Generating Station (LGS),

Units 1 and 2, Environmental Protection Plans (EPPs), Section 4.2.4.1, and in accordance with an Atomic Safety and Licensing Board (ASLB) order (LBP-83-11) dated March 8, 1983, the following LGS environmental noise assessment reports are being submitted.

1) Limerick Generating Station Environmental Noise Assessment Final Report (February 1991).
2) Point Pleasant Pumping Facilities Operational Environmental Noise Assessment Report (December 1989),
3) Bradshaw Reservoir Pumping Facilities Environmental Noise Assessment Final Report (March 1991).

These attached reports provide detailed information concerning the results of the noise level monitoring programs 4

conducted at each of the above specified facilities.

monitoring programs were established in accordance with the LGS, Units 1 and 2 EPPs, ASLB order (LBP-83-11), and the Final Envirnnmental Impact Statement ( FEIS) _ for LGS, Units 1 and 2 1

6 (i.e., NUREG-0974, dated April 1984), in order to determine

whether the operation of these facilities would adversely impact i

any surrounding residences.

If, based.on the results of these programs, audible sound levels were detected at the site j

boundaries of these facilities, mitigative measures would be i

required to be taken.

As a result of these programs, we have concluded that the i

nois'e levels emanating from Point Pleasant Pumping Station,

[

Bradshaw Reservoir, and LGS facilities meet all applicable noise rclated regulations.

The operation of the Point Pleasant Pumping Station and Bradshaw Reservoir facilities does not exceed the federal Housing and Urban Development (HUD) sleep interference criterion at the four (4) nearest residences.

Additionally,-the

-j average expected community response at the residences nearest the 3

Point Pleasant _ Pumping Station and Bradshaw Reservoir is "No i

Noise Rating (CNR) Procedure" published by the Edison Electric j

Institute (EEI).

The results also conclude, that based upon these current accepted methodc of predicting community annoyance from a new source, the operation of the LGS facility should have minimal impact on surrounding residences.

e Philadelphia Electric Company (PEco) has not received any h

noise related complaints or inquiries associated with the

-operation of the Bradshaw Reservoir or Point Pleasant Pumping j

Station facilities.

However, in October 1989, PEco did receive a noise related inquiry _from a local resident regarding the

{

operation of the LGS facility.

As a result of this inquiry, I

sensitive noise receptors were placed in vicinity of resident's i

property to ascertain the level of the noise emanating'from the LGS facility.

These noise receptors could_ discern noise produced

~

by the reactor building fans which may have been enough of an annoyance during normal sleep hours to warrant the inquiry.

Since the original inquiry in October 1989,.no additional noise

-l related complaints or inquiries have been received regarding the i

operation-of LGS.

Therefore-no further actions or mitigative i

measures are planned.

)

In addition, an addendum to the " Point Pleasant Pumping Facilities _ Operational EnvironmentalLNoise Assessment," December

1989, report is also attached.

This supplemental information

{

provides data regarding a subsequent noise measurement study i

L conducted at this-facility after an additional transformer and-m' p were placed in service.

The results of this study support the conclusion of the original study that the noise emanating from-this facility will not exceed the federal HUD sleep 1

interference criterion and the average community response at the i

-nearest residences would be "No Observed Reaction."
