The information collected for this period is presented in the graphic analysis bogianing af ter the management summary.
The initial NHC inspection of the NilY FFD program and two internal audits conducted during this period indicated that the program mot or exconded all requirements to comply with HRC FFD regulations.
The number of positivo scrooningo for thlu period declined in comparison with the two previous reporting periods.
This may indicato an increased of f activonoss in deterring FFD violations, as both the testing methods and the frequency of testing have remained unchanged.
4 Interviews with NilY employcos, suporvisors, and contractors conducted during the NRC inspection indicated strong support for the Fitnuss-for-Duty program.
This continued support from employoon and management providos the basin Ior the program's otractiveness in achieving a workplace free from the offects of drugs and alcohol.
INITIAT1yIS The following items are a summary of initiatives taken by Now llampshiro Yankoo based on program reviews and identified wonknessos.
Designed and implemented plan to moot drug and alcohol scrooning demands of first plant outage.
Scheduled techniciann to conduct acroonings and ordorod necessary materials.
Developed computer based system to track persons initially excused from testing.
Redesigned scrooning facility waiting room to provide greater confidentiality for persons waiting to bo interviewed by Medical Review officer.

January - June 1991 New llampnhire Yankee Page 05 BLIND SPECIMENS To ensuro laboratory quality control, NiiY contracted with Duo Research Inc., Annapolis, MD, to provido blind performance test specimens that were submitted to the contracted 1111S-cortified laboratory, SmithKline Beecham Clinical Laboratories, Philadelphia, PA, in accordanco with the NRC Guidelinos (10 CFR 26, Appendix A).
Approximately 80 percent of those blind performanco test specimens were blank (i.e. cortiflod to contain no drug) and the remaining samplos were positive for one or more drugs por sample in a distribution such that all the drugs to be tested woro included in approximately equal frequencies of challengo.
During thu first six montna of 1991, N!!Y submitted 141 blind performance test specimens to SmithKline Beecham Clinical Laboratories with the following results:

Positivos

141 One of the samplos, containing TilC metabolito, was incorrectly reported as negativo.
This is the first TilC metabolite samplo missed by the laboratory since August 1990.
Based on several correctly identified samples containing TilC metabolite since that time, Duo Research Inc concluded that this did not constitute unsatisfactory performanco under the lilis Guidelinos.
