FIRE DETECTION INSTRUMENTATION SPECIAL REPORT HACKGROUND On March 20,1995, the fire detection in the Unit 2 Containment No. 21B Reactor Coolant Pump motor -

bay was disabled. The heat detection in 21B Reactor Coolant Pump motor bay was disabled to support the removal of No. 21B Reactor Coolant Pump motor during the Unit 2 refueling outage, and could not be restored within the 14 days required by the Technical Specification 3.3.3.7, Action Statement b.

This condition results in a hanging alarm at the fire alarm panel (IC24B) in the Control Room. To allow other plant fire alarms to be received and annunciate at the fire alarm panel, a temporary alteration was installed to disable the out-of-service heat detection circuit.

As specified by Technical Specification 3.3.3.7, Action Statement b, a Special Report must be submitted pursuant to Technical Specification 6.9.2 if the detection syste n is not restored within 14 days.

EFFECT ON UNIT OPERATIONS On March 20, 1995 with Unit 2 at Mode 5, the heat detection system was disabled in the 21B Reactor Coolant Pump motor bay via a temporary alteration. The detection in this area was disabled to support the removal of 21B Reactor Coolant Pump motor during the Unit 2 Refueling Outage. The heat detection in this area is listed in Technical Specification Table 3.3.11 and is addressed by Technical j Specification 3.3.3.7. In accordance with Technical Specification 3.3.3.7, Action Statement a, the containment air temperature is being monitored once per hour at the locations listed in Technical Specifications 4.6.1.5 until the detection system is restored at the end of the current refuehng outage.

PI,ANS AND SCIIEDUI.ES Work in the area will be completed by the conclusion of the current Unit 2 refueling outage. Appropriate compensatory actions will continue in accordance with Technical Specification 3.3.3.7, Action Statement a and procedural requirements until the fire detection equipment in the area is restored to an operable status.

We plan to have the equipment restored to a fully operable status when the Unit 2 is restarted from the current refueling outage.
