Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request No. 93 Pursuant to 10 CFR 50.90, Duquesne Light Company (DLC) requests an amendment to the above license in the form of changes to the technical specifications.

The proposed changes will revise Surveillance Requirement (SR) 4.6.2.2.d of Limiting Condition For Operation (LCO) 3.6.2.2 titled " Containment Recirculation Spray System." Specifically, the proposed change to SR 4.6.2.2.d would delete the reference to the specific test acceptance criteria requirement and replace it by the requirements of the Inservice Testing Program.. In addition, the 18 month test frequency would be replaced with the frequency specified in the Inservice Testing Program. The current footnote (1) pertaining to 2RSS*P21 A pump performance would be deleted.

The proposed technical specification change is presented in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

On March 25, 1995, Beaver Valley Power Station (BVPS) Unit No. 2 entered Mode 5 for the purpose of performing its fifth refueling outage. Recirculation Spray

System (RSS) pump 2RSS*P21A was first tested during the fifth refueling outage on April 1,1995. Additional tests were conducted through April 4,1995. Upon completion of the testing, it was concluded that pump 2RSS*P21 A failed to satisfy the requirements of SR 4.6.2.2.d. Pump disassembly for inspection and repairs commenced on April 5, 1995. The pump is scheduled to be reassembled and flow tested by April 21, 1995.

BVPS Unit No. 2 is currently scheduled to enter plant operational Mode 4 on May 4, 1995, at which time pump 2RSS*P21 A is required to be operable.

' Beaver Vclicy Power Station, Unit No. 2 Proposed Operating License Change Request No. 93 P, age 2 The DLC considers an expedited schedule for Nuclear Regulatory Commission (NRC) review as appropriate and necessary for this particular situation. If the pump does not meet the current requirements for flow and AP as specified in SR 4.6.2.2.d, the plant will not be able to enter operational Mode 4. With the proposed wording for SR 4.6.2.2.d,2RSS*P21A pump performance can be re-evaluated against accident analysis assumptions, and the pump's acceptance criteria can be revised under 10 CFR 50.59 to establish Inservice Testing Program requirements. Without the proposed wording, it is estimated that an additional sixteen days would be required to again disassemble the pump and perform additional repairs and/or modifications in order for 2RSS*P21A to meet the current surveillance requirements which could extend the current refueling outage. Therefore, it is requested that this proposed change be handled as an exigent technical specification change in accordance with 10 CFR 50.91(a) (6).

It is, therefore, requested that the NRC review and approve the proposed change to the BVPS Unit No. 2 Technical Specifications as an exigent change. An approval date of May 1,1995, is requested to support the present schedule and permit implementation of required procedure changes prior to entering operational Mode 4.
