R. Denton dated November 23, 1983, " Fire Protection".
Dear Mr. Denton:
At the November 22, 1983 meeting in Bethesda, the NRC staff questioned whether LaSalle County Station meets the requirements of 10 CFR Part 50, Appendix R.
While Appendix R, by its terms, does not apply to LaSalle County Station because neither unit at LaSalle County Station was operating) prior to January 1, 1979 (see Reference (a)), and the SER (Reference (b ) states that the rule does not apply to LaSalle, to the best of our knowledge and belief LaSalle County Station meets Appendix R, subject to the following:
1.
The potential deviations which were identified and accepted by the NRC as not constituting exceptions to the rule.
2.
The exceptions for which specific approval has been received from the NRC.
3.
For Unit 2 only, the deviation specified in Reference (d).
Given the significance of the Fire Protection Systems, we have seen and expect to continue to see interpretations by the staff of certain non-explicit provisions of Appendix R.
To the extent that we are made aware of these interpretations, we will continue to assess the adequacy of our Fire Protection Systems and justify their continued acceptability.
