" FREEDOM OF EMPLOYEES IN THE NUCLEAR INDUSTRY TO RAISE CONCERNS WITHOUT FEAR OF RETALIATION" (60 h REG. 7592, FEBRUARY 8, 1995)
We appreciate the opportunity to comment on the subject draft policy. We generally support the Nuclear Energy Institute's (NEI) position as stated in NEI's April 10, 1995, letter regarding this subject.
One of our specific concerns is the potential lack of communication between the NRC and the licensee where the employee has informed the NRC, but not the employer, on matters that could bear on the public, including worker, health and safety. The NRC should inform i
the utility when an individual has in fact registered a concern directly to the NRC without first having brought the matter to the employer's attention.
This situation could result in a public safety and health matter being unresolved for an extended period while the NRC proceeds with an investigation to determine if the utility / employer has engaged in a " wrongdoing."
