Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the May 1, I

1990, full particf0ation exercise of the offsite radiological emergency resr;.at plans site-specific to the Beaver Valley Power Station.

Thi,

..; ort addresses the participation of the Commonwealth c.

tannsylvania and State of West Virginia; All chany, Deaw r, Betler, Lawrence, and Washington Counties in

.)vania; dancock County in West Virginia; and 27 Pe.

mus "c palities and 12 school dir.tricte in Pennsylvania.

The exercise report was prepared by the Federal Emergency Management Agency's (FEMA) Region III staff.

A copy of the report will be forwarded to the Commonwealth of Pennsylvania and State of West Virginia by the Region III staff.

The exercise report addressing the part4cipation of the State of Ohio and Columbiana County has already been forwarded to the Nuclear Regulatory Commission.

Two Deficiencies and 30 Areas Requiring Corrective Action were

,antified during the exercise.

The Deficiencies involved the (1) failure of Beaver County to provide protective actions to all school districts and (2) Beaver County's inability to coordinate and communicate protective actions to the risk municipalities.

A remedial exercise was held on July 19, 1990, and the two Deficiencies were corrected.

FEMA's Region III staff will monitor the status of other corrective actions.

Based on the results of the May 1, 1990, exercise and the July 19, 1990, remedial exercise, the offsite radiological emergency response plans and preparedness for the Beaver Valley Power Station are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the Pennsylvania and West Virginia portions of the 10-mile emergency planning zone in the event of a radiological energency at the site.

The Title 44 CFR, Part 350, approval of the radiological emergency response plans and preparedness site-specific to the Beaver Valley Power Station granted on October 29, 1987,.for the State of West Virginia will remain in effect.
