Provide a written report within 120 days of the date of this bulletin that either:

a.

States that no T-L supplied materials have been furnished for your facility for use in safety-related systems.

b. Provides the results of those actions taken in response to Items 2a, 2b, and 2c above, as they apply to materials not yet installed and to materials installed in plants under construction.

The report should include your plant and schedule for completing actions 2b and/or 2c.

c. Provides the results of those actions taken in response to Item 3a, 3b, and 3c above, as they apply, to materials installed in operating plants.

The report should include your plan and schedule for completing item 3b and your basis for continued operation if item 3b has not been completed.

Response to 4.a and 4.b.

Not applicable to Indian Point Unit No.

2.

Response to 4.c.

This response is presented in two parts:

a Summary of the investigations and results concerning materials supplied by Tube Line Corporation and Specific Responses to Item 3a, 3b, and 3c of the Bulletin.

Summary As a result of NRC Information Notice No. 83-07, the first notification by-the NRC to licensees of non-conformities in materials supplied by Tube Line Corporation, Con Edison began investigations during March 1983 to A-1

determine if any materials from Tube Line Corporation had been supplied to Indian Point.

Three separate purchases from Tube Line Corporation were identified.

Two of these purchases consisted of flanges which had never been installed and were tagged " hold" in April 1983 pending the results of this investigation.

The other purchase consisted of ten (10) Carbon Steel 10-inch 150 lb ANSI Slip-on flanges that have been installed in the Service Water (SW)

System.

These flanges were used in spool pieces as part of a

)

modification which replaced globe valves with gate valves in the Fan Cooler Unit Service Water Outlet line.

They are located outside the containment boundary in the Pipe Penetration Area.

As a result of IE Bulletin No. 83-06, the investigation was expanded.

Con Edison issued 704 letters to all approved Class-A vendors asking them to advise Con Edison whether or not they furnished us with material supplied by Tube Line Corporation.

431 negative responses have been received to date.

We will issue by December 1, 1983 a second mailing to all approved Class-A vendors who did not respond to the first mailing.

We conclude, based on the responses received to date, and the intended service and test results for the installed ten 10-inch flanges, continued operation of the plant is justified.

I Specific Responses to Items 3a, 3b, and 3c 3.

For ASME Code materials furnished by T-L which are installed in safety-related systems in operating plants, the following actions are requested.

a Provide a list of the T-L eupplied materials and identify the systems in which the materials are installed.

Response to 3a Below is a list of Tube Line Corporation materials that have been identified to date.

10" 150 FF SO Carbon Service Water System Steel Flanges These were furnished by Robert Burack Associates, 220 New Main Street, Yonkers, New York 10701.

This vendor was not identified in Bulletin 83-06.

By plant design specification, ASME Code material is not required for this application.

3b. Implement a program as discussed in 2b or 2c.

2b.

Implement a program which provides assurance that received materials comply with with ASME Code Section III and applicable procurement specification requirements, or which demonstrates that such materials are suitable for intended service.

This program should include specific verification that received austenitic stainless steels are in a nonsensitized condition.

2c.

Replace fittings and flanges with materials which have been manafactured in full compliance with ASME Code Section III and the applicable procurement specification requirements.

Response to 3b (2b)

Con Edison has determined that the use of the ten flanges in the Service Wat'er System application identified above is suitable for the intended service.

The flanges are employed in making spool pieces in the SW system piping.

The flange material specification is ASTM A105 or ASTM A181 rated at 150 psi ANSI B16.5 with a pressure rating of 260 psig at 200 F.

The flanges supplied by Tube Line Corporation were certified to conform to ASTM A105.

A small sample was taken from each flange for chemical analysis and material confirmation.

This examination verified that the flanges conform to ASTM A105 material specifications for Carbon content.

The flanges with spool pieces were successfully hydrostatically bench tested at 165 psig, and the SW system was successfully tested at service pressure.

Normal operating pressure for this piping is less than 10 psig. The temperatures in the Service Water System range' from approximately 35 F to 120 F.

The required non-sensitivity for austenitic stainless steel is not a concern since these flanges are made of Carbon Steel.

The ten inch pipes in which these flanges are mounted are adequately supported; therefore the dead weight and seismic stresses on the flanges are well below allowable limits.

Based on the tests performed and the system service conditions, we conclude that a safety concern does not exist.

If additional vendor responses indicate other Tube Line Corporation material wat supplied, a supplement to this submittal will be provided documenting material confirmation and any necessary corrective actions.

3c. Provide a basis for continued plant operation if the program requested by item 3b has not been completed by the time of the bulletin response.

Response to 3c Based on the evaluation in response to 3b (2b) above we conclude that the continued operation of the plant is justified.
