Docket No. 50-416 License No. NPF-29 Technical Specification improvement Program GNRO-95/00047 Gentlemen:
Entergy Operations, Inc. wishes to recognize the Staff's efforts in meeting the joint goals set forth early in the project to convert the Grand Gulf Nuclear Station (GGNS)
Technical Specifications to Technical Specifications based on NUREG 1434
" improved Technical Specifications Revision 0".
I The schedule for converting the GGNS Technical Specifications was developed in the l
fall of 1992 prior to any plant successfully converting to the improved Technical Specifications. As part of the lead plant conversion process many improvements in the presentation of the requirements in the Improved Technical Specifications had to be addressed in addition to technical and plant specific issues. During the conversion review of Technical Specifications for GGNS and the combined BWR-6 cooperative effort over eleven hundred items were identified and successfully resolved through the combined efforts of the Staff and the licensees. In addition, other GGNS specific Technical Specification changes which were not part of the conversion process also were resolved on a expedited schedule to support the successful conversion to the j
improved Technical Specifications. In many cases members of the Staff worked long i
. hours to support the review schedule.
Because of the Staff's open communication of ideas, questions, and concerns and the timely resolution of issues, GGNS was able to complete the conversion process I
and implement the improved Technical Specifications in March 1995 as planned at the beginning of the project. The implementation of the improved Technical Specifications should provide improvements in operational safety and result in decreased operating costs.
