Schedule for Completing Requirements

Gentlemen:

Reference (a) provided our preliminary schedule for completing the actions required by Supplement 1 to NUREG-0737, Requirements for Emergency Response Capsbility. That schedule reflected our plans to i

submit the Control Room Design Review (CRDR) Summary Report by January 1, i

1984 and the Procedure Generation Package (PGP) for the upgraded Emergency Operating Procedures (EOPs) by January 15, 1984. By this letter we request l

an extension to our schedule for submitting these two reports.

The purpose of the CRDR Summary Report is to document the results of the control room design review and, among other things, to provide a schedule for implementing those corrective actions that are judged to represent significant or easily obtainable improvements in control room function and design.

As indicated in our CRDR Program Plan [ Reference (b)) and in our April 15, 1983 response to NRC Generic Letter 82-33, " Supplement 1 to NUREG-0737", the CRD2 was largely conducted between May, 1980 and May, 1981.

We have recently reviewed the list of candidate human engineering discrep-j' ancies (HEDs) that resulted from this review and have determined that 8311280283 831118 U

A Mr. J. R. Miller November 18, 1983 completion of the CRDR Summary Report in time to support a January 1, 1984 submittal date is not realistically achievable. This determination is based on the volume of candidate HEDs now involved and our opinion that each HED should be carefully weighed when developing a prioritized schedule for implementing corrective actions.

Based on our projected workload and manpower availability, we believe that a more realistic submittal date for the CRDR Summary Report would be January 1, 1985. Accordingly, we recommend that this date be referenced in future correspondence addressing the CCNPP control room design review.

The purpose of the Procedure Generation Package (PGP) is to out-line our program for writing and implementing upgraded Emergency Operating Procedures (EOPs).

It will provide our E0P writers guide a description of the validation procedure that will be used to confirm the adequacy of the E0Ps and a description of the training program that will be followed to familiarize plant operators with the new procedures.

We request an extension, until March 15, 1984, for submittal of the PGP. Plant operations personnel responsible for coordinating the relevant E0P generation activities are also responsible for completing other near-term licensing actions, including the Alternate Safe Shutdown Procedure required by Appendix R to 10CFR50. We believe that it is in the best interest of the public health and safety that these personnel complete their duties regarding the Alternate Safe Shutdown Procedure in an orderly fashion prior to focusing their full attention on completing the PCP.

An extension to March 15, 1984 will accommodate these activities.

Our schedule for implementing the upgraded E0Ps will be provided with the PGP.
