CHANGE 94-19, " ELIMINATION OF UNNECESSARY DIESEL GENERATOR (D/G) STARTS" in accordance with 10 CFR 50.90, we are enclosing an amendment to '

Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises the requirements for verifying the operability of other D/Gs when one D/G is inoperable. This revision would substitute the verification that the inoperability of the affected D/G is not the result of a common cause failure in place of performing starts on each of the operable D/Gs. This revision provides additional reductions of D/G starts as recommended in Generic Letter 84-15 and is consistent with standard TSs (NUREG 1431).

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

TVA requests a 45-day implementation period for this TS change following issuance.
