Subject:

IE Bulletin 83-06, " Nonconforming Materials Supplied Eby Tube-Line Corporation Facilities at Long Island City, New York; Houston, Texas; and Carol Stream, Illinois" R.E.

Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. DeYoung:

A review of material procurement records for.the time frame during which Tube-Line (T-L) was supplying ASME code components to the nuclear industry has been completed.

We have identified that our backfit project constructor, Bell-Schneider, was supplied materials by three companies that are included in Attachments 2 and 3 to IE Bulletin 83-06.

The following listing identifies the three companies and the results of our detailed investigation of the subject materials.

1.

Louis B.

Canuso, Inc.:

A copy of the purchase order and attached documentation indicates that the material received from this company was 4" A-106 pipe which originated with U.S.

Steel.

It does not fall under this NRC bulletin.

2.

Hub, Inc.:

Hub was contacted by Bell /Schneider and assured, in writing, by their 0.A. Manager that Hub has never supplied material to Bell /Schneider which originated with Tubeline.

3.

Guyon Alloys:

A review has been conducted of all pur-chase orders to Guyon Alloys from Bell /Schneider since January, 1978.

It indicates that no material originated with Tubeline with exception of Bell /Schneider Purchase Order GPM-3244.

The material associated with that order is listed below.

" Hold" Area Of the material listed on the order above, items a and b originated with Bonney-Forge and are, therefore, not includeg in the scope of this bulletin.

Item d, the 2 S.S.

90 s, and 1 of item c, a 1/2" S.S.

flange, are presently in the Bell-Schneider OC " Hold" area with a reject tag on them per Ginna Station NCR G-83-137.

They will either be returned to the vendor or destroyed and scrapped by December 31, 1983.

The remaining two flanges in item c are installed in the Post Accident Sampling System EWR 2606.

These two flanges are installed on the suction and discharge of the waste transfer pump of the Post Accident Sampling System (PASS).

Ginna Station Corrective Action Report (CAR) number 1450 was initiated to address the use of these two flanges.

Because these two flanges are installed in a low-pressure, low-tempera-ture, non safety related portion of the PASS, the resolution of the CAR was "use-as-is".

However, a recent design change to the waste transfer pump recirculation circuit makes it prudent to replace the flanges in question.

Following replacement, the flanges originating with Tube-Line will be scrapped.

In summary, we have identified no materials which originated with Tube-Line which are installed in safety-related systems at Ginna.

Materials which originated with Tube-Line which were in stock at Ginna will be returned to the supplier or scrapped.
