CHANGE 95-11, " RELOCATION OF THE OVERTEMPERATURE AND

' OVERPOWER DELTA TEMPERATURE EQUATION CONSTANTS TO THE CORE OPERATING LIMITS REPORT (COLR)"

In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change relocates the numerical value for the constants found in the overtemperature delta temperature (OTAT) and overpower delta temperature (OPAT) equations of TS Table 2.2-1 to the COLR This change affects the location of the "K" and "r" numerical values in these equations to allow changes under the 10 CFR 50.59 provisions without having to process a license amendment request. This revision will also add lag compensators to these equations that are presently omitted. This will allow the use of these compensators if future analysis indicates that it is appropriate.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to j 10 CFR 50.92 is provided in Enclosure 3.  ;

L SQN Unit 2 is presentlyLoperating at 99 percent reactor power to reduce the -

potential for inadvertent turbine runback and reactor trip signals because of the spurious OPAT channel actuations. These actuations are associated with the.

upper plenum anomaly phenomenon and the high gain presently assigned to 1 the lead-lag compensator for measured AT. Operating the unit at the reduced- 'l'

- power level is a concern from a cost benefit standpoint. Westinghouse Electric

' Corporation is pursuing a revised SON analysis that will reduce the gain for the

, measured AT lead-lag compensator and other r changes to provide appropriate ,

)

margin for the OPAT function. SON plans to implement the revised analysis in '

June 1995, when the Westinghouse effort is scheduled to be completed.

Therefore, TVA requests expedited NRC review and approval for.the proposed  ;

changes to support timely implementation of the new analysis in accordance with the 10 CFR 50.59 requirements.

Please note that this change is modeled after similar amendments requested by the Catawba Nuc' ear Station and approved by NRC in a letter dated 1 March 25,1994.  ;

TVA requests a 30-day implementation perio'd for this TS change following issuance.
