50-328 SEQUOYAH NUCLEAR PLANT (SON) - TECHNICAL SPECIFICATION (TS)
CHANGE 95-06, " DELETION OF TS 3/4.9.7, CRANE TRAVEL - SPENT FUEL PIT AREA" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change deletes TS 3.9.7, " Crane Travel-Spent Fuel Pit Area," and its associated surveillances.
The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.
As a result of NRC's final policy statement on TS improvements (58 FR 39132, July 22,1993), four criteria were established to screen TSs. TSs that satisfy one or more of these criteria must be retained. Successful application of these l
criteria is the basis for TVA's request that the subject TS be relocated to administratively controlled procedures.
Fuelinspections planned for the upcoming Unit 1 Cycle 7 require the use of the auxiliary building crane. Based on this requirement, TVA is requesting approval by mid-August 1995. This will allow a 30-day implementation period to support I
