In Refemnce 1, the Nuclear Regulatory Commission (NRC) Staff provided a safety evaluation (SE) regarding the implementation of seismic stops at Commonwealth Edison Company's (Comed's) Byron Station Unit 2. The SE concluded that this implementation, via a demonstration in a pilot study, was conditionally acceptable subject to the satisfactory resolution of the following two conditions:

1.

An ind: pendent confirmatory analysis to verify the linearization methodology and results of the program GAPPIPE, as applied to the piping system chosen for the pilot study.

2.

A detailed inspection of the installed seismic stops during the first outage after installation.

USNRC Document Control Desk April 5,1995 The demonstration at Byron Unit 2 would consist of replacing thirteen (13) snubbers on reactor coolant loop bypass line (2RC04/19) with eight (8) seismic stops. At the E

time the SE was issued, Comed intended to install the seismic stops during the Byron -

Unit 2 Cycle 2 Refueling Outage (B2R02) scheduled to begin in September 1990.

Comed deferred installation of the seismic stops and subsequently agreed, on a conference call with the NRC on August 22,1991, to perform the modifications during the Byron Unit 2 Cycle 4 Refueling Outage (B2R04) scheduled for the fall of 1993.

The NRC documented their understanding of the August 22,1991, conference call in Reference 2. In Reference 2, the NRC also closed out the first condition of the SE regarding the independent confirmatory analysis to verify the linearization methodology and results of the program GAPPIPE.

The seismic stops were installed during B2R04 conducted during the period September 3,1993, through October 25,1993. Prior to retuming the unit to service, the seismic stops were visually inspected in both cold and hot conditions. No deficiencies were identified.

To satisfy the second condition of the SE, Comed performed Inservice Inspection VT-3/4 examinations of the seismic stops during the Byron Unit 2 Cycle 5 Refueling Outage (B2R05) on February 25,1995. No deficiencies were identified.

Comed considers this matter closed.
