NOTIFICATION TO LICENSING BOARD REGARDING ITS MEMORANDUM AND ORDER GRANTING APPLICANT'S s
MOTION FOR
SUMMARY
DISPOSITION OF CONTENTION I-62 On November 15, 1983, the Atomic Safety and Licensing Board -issued its Memorandum and Order Granting Applicant's Motion for Summary Disposition of Contention I-62.
.On page 7 of that document, the Board stated:
The Board finds that no bacis has been presented, nor is one apparent to consider potential relationships between welding of the reactor pressure vessel during fabrication in a vendor's facili-ty and overall structural
- welding, particularly that at the plant site (the apparent basis of contention VI-1).
One possible interpretation of this sentence is that the reactor pressure vessel vendor's facility was at a location other than the plant site.
While Apolicant believes that this sentence was peripheral to the Board's reasoning in granting the motion and provided only in response to a generalized assertion by the intervencr, Applicant wishes to bring to the Board's attention the fact that the Limerick Generating -Station reactor pressura vessels were only 8311220525 831118 0h PDR ADOCK 05000352 9

- partially fabricated of fsite at a vendor's facility.1_/
The reactor pressure vessel rings and top and bottom heads were fabricated at Chicago Bridge and Iron's
("CB&I")
Memphis manufacturing facility.
These pieces were shipped to the Limerick site where CB&I completed the circumferential welding of the rings and headr and welding of safe ends in a specially constructed onsite' facility which was completely under the administrative and quality control of CB&I.
The CB&I facility was comparable, for the function $s performed, to an offsite fabrication facility.
The resulting welds w
were at least comparable to those which could be produced at an offsite facility.
The fact that certain welding by CB&I was accomplished onsite does not call into question the quality _of such welding.
Applicant submits that there is no reason to modify in any way the Board's grant of aummary disposition with regard to Contention I-62.
