Commonwealth Edison (CECO) would like to thank you for meeting with us and presenting the SALP 10 Report on July 18,1991, as well as affording us the cpportunity to arovide our views on the SALP results. This letter provides CECO's comments to 11e report, as discussed during the July 18,1991 meeting.
CECO appreciates the NRC's recognition of superior performance in the areas of Maintenance / Surveillance, Emergency Preparedness and Security and the continuing efforts and accomplishments in the Engineeringfrechnical Support area.
We acknowledge the cited weaknesses and have been working to improve these areas.
Braidwood Station's management ocderstands the importance of effective station management involvement in plant activities. We realize the loss of reactor coclant event of October 4,1990 was a serious event that demanded a rededication of station management to effective control and oversight of station acilvitles. In response, senior management has asserted its central role in the development of a strong safety culture and has placed special emphasis on communicating its philosophy to al! levels of personnel Station activities and plant evolutions continue to be monitored to assure that the actions taken reflect this philosophy. Operations management has implemented a four-phase program to improve management's control of activities and enharice intemal communications. Additionally, the station control room organization has been augmented by adding a Special Activities Supervisor to improve oversight of control room activities.
Braldwood has been actively addressing radioactive spills. Geveral actions have been iraptemented and are on ongoing which have resultsd in improvements in this area. Ope ations management awareness of spill events has been increased by including spills os an item an the Shift Engineer and Shift Supervisor turnovers, discussing spills at the shift briefing and initiating Deviation Reports fm spilis.
Additionally, a committee has been formed which includes a cross-section of station personnel to improve performance in the prevention of and response b spills through the appropriate application of lessons learned.

Actions are ongoing to improve tiie overall quality of the radiaton protection coverage provided by contractors during the Fall 1991 Unit 2 refuel outage. This includes a discussion of the lessons learned from the Unit 1 steam generator work with the Station Construction Superintendent and the Contractor Project Manager.
Enhancements are being made to both CECO and Contractor Management controls as appiled to contract radiation protection technicians. Also, Station Management is reemphasizing to radiation protection technicians that the station policy is to stop work when necessary to ensure adequate radiological controls.
To improve performance in the surveillance area, a review was conducted through INPO which verified that the General Survcillance Program was adecpate for the scheduling of surveillances. The non-routine surveillances were reviewed to determine the program's adequacy in triggering the surveillance. As a result, several orocedures were changed to ensure appropriate triggers were in place. Additionally, Keightened Level of Awareness briefings are conducted for many infrequent surveillances to ensure the appropriate level of personnel awareness prior to beginning the evolution.

The NRC's recognition of the improvements mado during the last quarter of the porlod is encouraging. We will continue our efforts in these areas.
