Dear Sir:

Subject:

NUREG 0737, Supplement I: Emergency Operating Facilities By Reference b) we informed you that we had completed a Preliminary Site Evaluation Study for the location of our rrimary Emergency Operations Facility (EOF). At that time, we also indicated tnat there were two viable site options and that we required additional time to determine the optimal location.

The purpose of this letter is to inform you that we have opted to locate the primary E0F at the Corporate Office site in Brattleboro, Vermont which is 8.75 miles from the plant. Our present schedule calls for the E0F to be opera-tional by November 1, 1985. The habitability criteria of Table I - Option I to NUREG 0737, Supplement I (i.e., protection factor of 5 and filtration and ven-tilation isolation) will be met.

It should be noted that due to the distance of the E0F from the plant, our plans do not include provisions for a backup or alternate E0F. As discussed in Reference c), we have performed a radiological dose analysis which indicated that the dose at 8.75 for a plant of our size is approximately a factor of two less than the dose seen at ten miles for a 1000 MWe plant.
