LaSalle County Station Units 1 and 2 High Workload Period Program NRC Docket No. 50-373 and 50-374
Dear Mr. Keppler:
In response to concerns regarding the increased work level during fuel load and startup testing due to deferral of LaSalle Unit 2 preoperational testing, and to provide added assurance that operations personnel have adequate control of plant activities, including those preoperational tests deferred, the following steps have been or will be taken:
1.
A special meeting has been held with the Shift Engineers to review the information discussed in the enforcement conference.
Emphasis was placed on maintaining awareness of plant status / conditions and the importance of firm control of plant activities in progress.
This meeting was conducted by the Station Superintendent with Operating Management present.
Each Shift Engineer is conducting ta31 gates on this material with his crew.
Additionally, the Station Superinten-dent has conducted tailgate meetings with the Operating Department Supervision and employees.
Among other topics, the importance of control of activities in progress was emphasized.
2.
An extra NSO will be assigned in the control room during fuel loading if and when control room activities so warrant.
3.
A management individual who reports directly to the Operating Assistant Superintendent has been assigned to the control room during the periods of peak work load activities (normally the day shif t Monday through Friday).
This individual's normal (but not exclusive) work station is the control room.
He is responsible for maintaining an awareness of plant activities in progress on both units which could affect safe operations, including:
surveillance testing, maintenance activities, constitwtion activities, preop and startup testing, and operating activities.

He will promptly inform shift management and make recommendations when he perceives that firm control is, or will be, compromised by the quantity and/or complexity i
of such activities.
In the absence of adequate response from shift management, he will immediately bring the situation to the attention of the Operating Assistant Superintendent.
The need for the additional management individual to monitor control room activities will be re-evaluated upon completion of the Unit 2 deferred pre-op program and at initial criticality of Unit 2.
