SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REALTOR REGULATION RELATED TO AMENDMENT N05.148 AND 120 TO TACILITY OPERATING LICENSE NOS. OPR-51 oND NPF-6 ENTERGY OPERATIONS, INC.

ARKANSAS-NUCLEAR ONE, UNIT N05. 1 AND 2 DOCKET NOS. 50-313 AND 50-368

_1. 0 INTRODUCTION By letter dated April 18, 1991, Entergy Operations, Inc. (the licensee) sub-mitted a. request.for changes to the Arkansas Nuclear One, Unit Nos.-1 and 2 (ANO-182), Technical Specifications (TS).

The requested changes to ANO-1

'S 6.12.2.6(b) and ANO-2 TS 6.9.3.1 would revise the format of the Semiannual

.hadioactive Effluent Release Report from Regulatory Guide 1.21,. Revision 0, Appendix A to Regulatory Guide 1.21, Revision 1.-

-2.0 EVALUATION This' change updates the ANO-1&2 TSs to a more recent NRC-recommended reporting format for the Semiennual Radiological Effluent Release Report. This change does not affect the operation of ANO-1&2, is administrative in nature, and is therefore acceptable.

3.0 STATE CONSULTAi'ON in accordance with the Commission's ;egulations, the Arkansas State official was notified of the proposed issuance of the amendment.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for Tategorical-exclusion set forth in'10 CFR 51.22(c)(10).

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safets

-f the peblic will not be endangered by operation in the proposed manner, (2i such activities will be conducted in compliance with the Connit: 1on's regulations, and (3) the issuance of the amendments will not be inimical to the conimon defense and security or to the health and safety of the public.
