DOCKET !!05. 50-334 AND 50-412 1.0 tilTRODUCTION By letter dated April 4, 1990, the Duquesne Light Company (the licensee) submitted a request for changes to the Peaver Valley Power Station, Unit Nos.
I and 2 Technical Specifications (TS). The requested changes would modify the administrative control requirements by replacing app 14able titles with the new titles develeped for the Nuclear Group organization. The Plant Manager has been promoted to General Manager Nuclear Operations with responsibility for Maintenance, Chemistry, Onsite Safety Committee, and Plant Operations, the Health Physics Manager will replace the Radiological Control Manager, and the Onsite Safety Coninittee Supervisor will replace the Plant Safety Review Director.
In addition, TS 6.5.1.7.c has been revised to provide written notification of a disagreement between the Onsite Safety Conrittee and the General Manager huclear Operations to the next higher level of management which is Vice President Nuclear Group.
2.0 EVALUATION The changes to the administrative controls section of the Technical Specifications are administrative in nature and will not reduce tho effectiveness of the control measures, resources, or the support functions required for acceptable staff performance. The Plant Manager has been promoted to General Manager Nuclear Operations and is responsible for all activities related to Beaver Valley Power Station in the area of operations, operations support, operations assessment, maintenance activities, chemistry activities, and Onsite Safety Committee activities. The amendment also changes two administrative titles in the Technical Specifications.
The Health Physics Manager replaces the Radiological Control Manager and is responsible for providing radiological engineering services and radiological control coverage, implementation of ALARA analysis, providing direction and support for all radiological waste shipping, radiological waste management, 9107190164 910711 PDR ADOCK 05000334 P

2 rnaintaining the dosimetry and t espiratory protection program, environn. ental services, and irrpier"enting the industrial safety program.
The Onsite Safety Cornmittee Supervisor replaces the Plant Safety Peview Director and is responsible for directing the activities of the Onsite Safety Cormittee in review of rnatters related to nuclear safety.
The changes do not represent any reduction in current safety requirettents or reduce the assurance that the nuclear plants will be operated in a safe venner. The arr.endrent has been evaluated against and meets the standards set forth in the Standard review Plan (SRP) section 13.1.2 13.1.3 and Alls 1 NIE.7 section 3.4 The new organizaticin structure will continue to provide the lires of authority, responsibility, coneunication, and freedom required to provide for the safety of the plants. The changes do rot affect accident analysis or require ary changes in plant design.
Therefore the staff concludes that the proposed Technical Specifications charge is acceptable.

,S The amendrnents relate to changes in recordieeping, reporting, or administrative procedures or requirements.
Accordingly, the anendnents meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact staten.ent or environo, ental assesstrent need be prepared in connection with the issuance of the amendnents.
5.0 C0f4CLUS10N The Concission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Conmission's regulations, and (3) the issuance of the amendnents will not be inimical to the common defense and security or to the health and safety of the public.
