Dear Dr. Weiss:
This letter submits the Supplement to Applicant's Environmental Report - Post Operating License Stage, for the Fort St. Vrain Nuclear Gen.a rat i ng Station.
Dublic Service Company of Colorado (PSC) provides this report in support of the application for a license amardment authorizing the decommissioning of Fort St.
Vrain (Refer 2nce 1),
in accordance with the requirements of 10 CFR 51.53(b).
The Supplement to Applicant's Environmental Report - Post Operating License Stage, provided as Attachment 1, evaluates the environmental impacts associated with the decommissioning of Fort St. Vrain (FSV).
As described in the FSV Proposed Decommissioning Plan (Reference 2),
the Early Decontamination and Dismantlement (DECDN) alternative is evaluated.

The environmental impacts associated with the ISFSI are described in the FSV ISFSI Environmental Report, previously submitted 1
in Reference-3.
The attached report i s consistent with PSC's responses to NRC requests for additional information (RAI) regarding the. Proposed 1
Decommissioning Plan. provices a cross reference between=PSC's RAI responses provided in Reference 4, and the sections I
of the Supplement to Applicant's Environmental Report where they are discussed.
i In accordance with 10 CFR 51.55 (a), forty-one (41) copies of the-attached report are included with this letter.
Additional copies have been retained by PSC for distribution to other parties or organizations-at a later date, if so instructed by the NRC.
