Gentlemen:

SUBJECT:

ANSI N45.2.2 Storage Criteria at Fort Calhoun Station In Reference 2 (attached), Omaha Public Power District (0 PPD) notified the NRC that the Fort Calhoun Station (FCS) warehouse would not continue to maintain storage conditions meeting ANSI N45.2.2 Level "A" criteria. As clarification of where FCS still maintains Level "A" equipment storage conditions, Reference 2 stated: "FCS maintains Level "A" storage areas for certain electronic equipment in the Instrument & Control maintenance shop and does not need to store level "A" material in the warehouse."

Subsequent review has revealed that the FCS Instrument & Control (I&C) maintenance shop dces not maintain an ANSI N45.2.2 Level "A" storage area for electronic equipment.

Electronic equipment used at FCS does not require storage under Level "A" conditions.

The inaccuracy in Reference 2 resulted from inadequate review coordination during the submittal process.

Although this is considered an isolated occurrence, appropriate administrative actions have been taken to preclude recurrence.

Reclassification of Fort Calhoun Station Warehouse Storage from ANSI N45.2.2 Level A Criteria to Level B Criteria This letter is to clarify the ANSI N45.2.2 material storage criteria in effect at Omaha Public Power District's (OPPDs) Fort Calhoun Station (FCS) warehouse.

In Reference 2, OPPD responded to a Notice of Violation (Reference 3),

resulting from the findings of the installation and test portion of Safety Systems Outage Modifications Inspection 50-285/85-29 (Reference 4).

One of the violations identified in Reference 3 was a level V violation concerning inadequate control of material in storage.

In OPPD's response to this level V violation it was stated that a new FCS warehouse was scheduled for completion in 1988 which included fully qualified ANSI N45.2.2 Level A, B, and C storage areas.

The warehouse became operational in August 1988 and was tested for ANSI N45.2.2 compliance by the Nebraska Balancing Company in July 1990. This testing determined that all warehouse storage areas meet ANSI N45.2.2 Level A criteria.

Although the 'varehouse was constructed to meet ANSI N45.2.2 Level A storage criteria, a review of past, present and future storage requirements has determined that the continued maintenance of Level A storage criteria for the warehouse is not justified.

FCS maintains Level A storage areas for certain electronic equipment in the Instrument & Control maintenance shop and does not need to store Level A material in the warehouse.

' LIC 91-110R Page 2 ANSI N45.2.2 Level 8 storage criteria is sufficient to maintain appropriate material storage conditions at the FCS warehouse.

Therefore, OPPD has reclassified the FCS warehouse as an ANSI N45.2.2 Level B storage area.

OPPD will-insure that material kept in the FCS warehouse is stored according to appropriate ANSI N45.2.2 criteria.
