Dear Sir:
The Reference 1) letter transmitted PECO Energy Company's License Change Request (LCR) 9318 requesting changes to Appendix A of the Poach Bottom Atomic Power Station (PBAPS) FacRy Operating Licenses.
The proposed changes to the Technical Specifications (TS) were requested to support Modification P00271, which wil replace the PBAPS Source Range and Intermediate Range Neutron Monitors with a new Wide Range Neutron Monitoring System.
In Reference 2), the NRC requested additional information regarding the proposed modification and associated TS changes. This letter supplements our earlier submittal by providing the requested additional information.

in the Executive Summary of NEDO42368, " Nuclear Measurement Analysis and Control Wide Range Neutron Monitoring System Licensing Report for Peach Bottom Atomic Power Station; Units 2 and 3," the licensee states, "The PBAPS WRNMS is effectively identical to the NRC generically approved system documented in licensing topical report (LTR) NEDO-31439-A. The minor plant-specWe dWerences between the P8APS and the generic system are evaluated in
~ this report." List the plant-specific differences and indicate where in LCR 9318 each difference is discussed PECO Energy Sections 2 and 3 of NEDO 32368 describe the plant specWe dWerences. The Response to following lists the plant specific differences with reference to applicable sections Question 1 where those differences are discussed.

Identify each instance where the implementation at PBAPS Involves a choice from avaRable WRNMS options. Describe the options which are selected and the reason for the choice PECO Energy in Appendix C of NEDO 31439-A, WRNM configuration variations'in BWR plants Response to were identified. The present SRM/lRM system employs four Source Range Question 2 Monitors (SRM) and eight Intermediate Range Monitors (IRM). The eight channel WRNM system was selected based on the present eight channel IRM as discussed in Appendix Section C.1.3 of NEDO 31439-A. The IRM range
.j switches are eliminated and the range switch related trips are replaced with stable period based trips in order to improve plant operabilty as discussed in Appendix Section C.1.3 of NEDO-31439-A. The existing meters and indicating lights are replaced with NUMAC remote microprocessor driven displays which

provide improved statect-the-art man machine interface to the operator.

PECO En6rgy The software architecture, the operating system software as well as software Response to verification and vaildation process have not been changed since the staff Question 3 approval of NEDO-31439-A. The application software was not part of the review process of NEDO-31439-A. All project unique application software is developed in accordance with staff apprwed NUMAC software validation and verification plan (refer to SER for NEDO-31439).
NRC Ouestion 4)
Describe the process the licensee wtl use for configuration control for the changes in the firmware to assure that the proper revisions of the firmware are installed and continue to be maintained in the PBAPS WRNMS system.
PECO Energy in accordance with PECO Energy procedure A-C 135, " Configuration Control of Response to Digital Based Plant Process Systems or Components,' firmware version numbers Question 4 are included in the controlled material description that is used for ordering equipment. This assures that replacement items have the same firmware as originally installed. It also assures that if a vendor code revision were to take place, it will get an appropriate evaluation.
NRC Ouestion 5) in NEDO 32368, Section 3.5 the licensee states, "The WRNMS la not designed to meet Regulatory Guide 1.75 (RG 1.75)." identify where the PBAPS WRNMS does not conform to the Guidance of RG 1.75, and the reasons for not confomdng.

Response to with respect to the scope of the replacement system. Replacement. equipment Ouestion 5 la separated physically and electrically. Where interfaces occur between safety and non-safety equipment, appropriate isolation devices (relays) are used per the existing design for channel independence requirements of IEEE 279 (refer to Section 3.4, item 6 of NEDO-32368), though no attempt was made to demonstrate compilance with R.G.1.75 because it is not a requirement for PBAPS.
