D.L. Taylor letter to U.S. NRC dated February 28,1991.

l Gentlemen:

Reference (1) submitted the information pursuant to 10 CFR 55.45.b.5 in order to attain Certification of the Braidwood Simulation Facility. The submittal for certification addressed both units at Byron and Braidwood Stations with Braidwood Unit 1 serving as the reference plant. In the section titled " Reg. Guide 1.149 Requirements" of our l

certification report, the requirements for dual plant simulation facilities were evaluated and the results demonstrated that the Braidwood simulator's performance compares favorably with each unit. Additionally, Reference (1) provided the four NRC Form 474's, i.e., one for each docket number; two copies of the Initial Certification Report, dated May 1988 and a list of deviations from ANSI /ANS 3.5-1985.

Reference (2) indicated that Commonwealth Edison Company (CECO) is constructing a new Byron simulator which is scheduled for delivery on August 1991.

Additionally, Reference (2) indicated that Byron Station would continue utili:Ing the Braidwood Unit 1 simulator for training and license examinations until the new Byron simulator is delivered, thoroughly tested, and certified by CECO to be the Byron site specific simulator.

The Byron simulator is currently performing at a high level of fidelity. The battery of tests that constitute the ANSI /ANS 3.5 certification package has been developed and satisfactorily executed on the machine by CECO test operators. By completing this testing and meeting the prescribed test acceptance criteria, Byron Station's simulator fidelity has been verified to be accurate. The Ready for Training milestone for the Byron simulator was therefore declared complete on May 24,1991.

The initial Licensed Operator class began its simulator training module on the Byron simulator on June 3. The start date was selected to allow the students sufficient training preparation time prior to the NRC test date of December 2,1991.
