Dear Mr. Haughney:

Allied-General Nuclear Services has examined the documents which accompanied the Commission's letter to them dated June 3, 1991, telating to the c. 'struction license for the Barnwell Nuclear Fuel Plant. They have noted several factual matters in Commission Paper SECY-91-021, which appear to be incorrect.

Those are set forth, with appropriate corrections and clarifi-cations, in the attachmont hereto. We assume the Commission will want to clarify its records on these matters and take into account the correct information whenever it becomes relevant in the future.

Sincerely yours, e

i Several statements in Commission Pap 6r MCY 91021 need  ;

content and clarification (1) gage 4. 1st senteneet 'The Sentrations Facility has been i tiripped. allpwed to deteriorate and_ is now 20JtArs outdated."

4 This statement is incorrect; the Separations Fact'iity has not.

been stripped. In fact, most of the major process ec.uipment -

is still in place. Only those items which wou'd have- '

deteriorated or become obsolete, such as laboratory equipment and portable instrumentation, were sold or donated to institutions. The structure itself remains in good condition '

and is regularly inspected for needed repairs.

(2) Egge 4. lant caracraoh. 2rd sentencet "Most eautoment has been removed from t ie Senarations r acility.2 Most equipment is still in place in the Separations Facility.

This is evident when reviewing the original listing of Separations Facility equipment which reflects what has been -

sold and what is still here. .

Moreover, please be advised that a 1991 evaluation of the Hardened, acInss la facilities at the Barnwell location (including the Separations facility) by Savannah River Westinghouse and DOE personnel, reveal that these facilities continue to meet and exceed  ;

current requirements of DOE Orders, including order 6430.1A.
