Changes to Wolf Creek Generating Station Radiological Emergency Response Plan Gentlemen The purpose of this letter is to provide a proposed change to the Wolf Creek Generating Station (WCGS) Radiological Emergency Response Plan for NRC review prior to implementation, pursuant to 10 CFR 50.54(q).

The change involves the elimination of the Wichita Office Emergency Center (WOEC)

Engineering Team.

Justification for this change is provided in an attachment to this letter.

Justification for the Elimination of the Wichita Office Emergency Center The Wichita Office Emergency Center (WOEC) is a facility located in the Northrock Office in Wichita, Kansas.

It is staffed by five engineers, one i

of whom is the WOEC Manager.

The other four engineers represent various engineering disciplines such as Electrical, Hechanical, Civil, and Nuclear.

Although not required by regulation, the WOEC was originally formed to h

support Engineering Teams in the Emergency Operations Facility (EOF) and Technical Support Center (TSC) in developing solutions to long-term engineering problems.

When the WOEC was formed in 1984 Wolf Creek Generating Station (WCGS) was in transition from the design and construction phase to plant operations.

During the design and construction phase, 6

engineering was principally located in the Wichita office.

Therefore, it was believed that the experience of the Wichita Engineering group would benefit the EOF and TSC engineering teams.

After receipt of the operating license, a shift in engineering emphasis toward support of operation has occurred.

There also has been a shift in personnel, with many experienced engineers relocated to the site.

As a

result, the engineering support currently available onsite is much more extensive than in 1984. The engineering support role of the WOEC may now be l

fulfilled directly by engineering personnel located onsite.

Wolf Creek Nuclear Operating Corporation is, therefore, proposing to delete the WOEC from the Radiological Emergency Response plan.

The deletion of the WOEC from the plan will not adversely impact response capabilities since adequate engineering expertise is currently available onsite to fulfill the t

functions originally performed by the WOEC.
