The purpose of this letter is to inform you that the PECO Energy Company Intends to implement the formal industry position on severe acc/. dent management approved by the Nuclear Energy Institute's Nuclear Strategic lasues Advisory Committee on November 4,1994. That formal position, previously communicated in a letter dated November 21,1994, from NEl to the Director, Office of Nuclear Reactor Regulation, states that:

Based on previous interactions between NEl (NUMARC) and NRC staff, we understand that NRC staff agrees with the need for licensee flexiblity in their methods of assaasing and estabilshing severe accidf3r,t managernent guidance. Utgizing the essociated implementing guidance (contained in NEl Report 91-04, Revision 1), we intend to complete the assessment of severe accident management capabilities and make any identified enhancements by December 31, 1997.

This implementation schedule is complementary to efforts currently underway at PECO Energy Company to address the individual plant examination of extemal events.
