The following is subnitted in response to I&E Inspection Reports 50-321/83-21 and 50-366/83-22.
VIOLATION A:
As a result of the inspection conducted on August 8-12, 1983, and in accordance with the NBC Enforcement Policy 47 FR 9987 (March 9, 1982),
the followirg violation was identified.
10 CFR 20.201(b) requires the licensee to perform surveys as necessary to (1) demonstrate compliance with 10 CFR 20.106 which limits the release of radioactivity in unrestricted areas of concentrations in Appendix B, Table II and to (2) evaluate the extent of radiation hazards that may be present.
Contrary to the above, failure to properly evaluate and determine the adequacy of charges in conputer software for the gama spectroscopy systems resulted in errors for the measurement of gaseous radioactive effluents released to the environment.
These errors resulted in an overstatement of the quantity of radioactivity released in gaseous effluents.
This le a Severity Level IV Violation (Supplement IV).

Georgia Power Company (GPC) admits that the violation occurred.

Reason for violation:
The violation occurred because of errors made
'during modifications to the computer software.
Previously identified problems relating to ' the isotopic libraries dictated that a -number of changes be made to existing software.
The prototype revision of the software was examined and found acceptable; however, several additional changes were made and, while making - these changes, six other errors (resulting in the identified discrepancies) were made in the modified software.
Corrective steps which have been taken and results achieved:
Imediate corrective steps were taken to identify the specific errors and to correct them in the software program.
Six errors were identified and corrected.
Other actions were taken to review the methods for verification of software program accuracy before placement of software into service. Based upon this review, action has been taken to require that significant lab effluent software changes, as determined by supervisors, have a separate evaluation performed to verify acceptable results before putting the software into use.
' Itis evaluation program will be defined in a departmental memo by December 1, 1983.

The corrective actions taken to date should avoid further violations.
