Dear Sir,

I am Gregory S. White and I represent employees of Protection Technology, Inc. (a division of Day and Zimmermann), which provides Security Services at the Pilgrim Nuclear Power Station (PNPS), in Plymouth MA.

I a; the Chief Steward of the Local Union 540 of the United Plant Guard Workers of America (UPGWA).

I have written to your office on several occasions.

I have enclosed copies of documentation given to your Mr.

Gregory C.

Smith (Acting Chief, Safeguards Section), during his recent inspection visit to PNPS, week of 13 February 1995.

Thore are e number of questions which remain unresolved in our minds (the Executive Board of the Local Union 540), regarding the contents of this documentation.

Based on the Acknow2cdsmant (see attached), promulgated by our management, there are areas of concern that were never addressed to our satd sfaction.

Della Ratta apparently encountered during their inspection visit to PNPS, week of 20 June 1994.

Mr. King's Report of that audit (see attachede, does not seem to validate the position of our then, mana9anent, the Wackenhut Corporation Therefore, we hope that you can clarify this apparent mis-communication, and we request that steps be taken to preclude any such reoccurrence.

In regards to Fitness for Duty (FFD)....to date we have not been supplied with a copy of a formally reviewed FFD program for the Wackenhut Corporation, or for the current Security Contractor, Protection Technology (PTI).

Nor, have our questions been adequately responded to, regarding this matter.

We have endeavored to obtain a copy of the Boston Edisons 1993 Combined FFD Security Audit which was reviewed by Mr. King and Mr. Della Ratta during their inspection visit.

Are we to assume that we are covered under the Licensees FFD program, and have been since the implementation of FFD at PNPS.

Most recently, we have questioned the Hand Held Metal Detectors (see attached), utilized to detect steel toe shoes.

If this technique is accepted by your office, why then, is there a sign at the entrance to the Search and Detection Area of PNPS which stipulates... " REMOVE ALL METAL ITEMS BEFORE ENTERING 11ETAL DETECTOR."? (see attached photo).

Lastly, there is the morale issue discussed with Mr. King during his visit (see attached).

An issue which is still such a prevalent concern to us as to warrant its mention to Mr. Smith during his visit.

While Mr. Smith indicated to us that he could only address the technical aspects of performance, as related to the Regulations, he acknowledged that from his conversation with Security Force Members there is a morale problem.

He went on to say that, the morale has not affected the performance of the Security Force.

We see this as a credit to the.

Security Force at PNPS, however, this issue needs to be addressed more effectively.

The morale relates to the State of Mind of the Security Force as a whole, and in my limited knowledge of regulatory guidelines, seems to warrant cause for concern in the area of FFD, as addressed in CFR, Part 26.20 (2).

I would think it unwise to refrain from acting on this issue simply because it has not affected performance.

The question should be asked...does an uncorrected morale problem have the potential of affecting performance; and if so, what steps can be taken to correct the situation?..

I will conclude by saying that the Security Personnel performed well during the 1995 audit, not to the credit of our current employer, but in spite of our current employer and the atmosphere which has been created by its Site Administrators.

I thank you for your valuable time and gracious consideration regarding this matter, and I await your response with great anticipation.
