Dear Mr. Gagliardo:
Reference 1) transmitted your Inspection Report STN 50-482/83-07 which identified a violation concerning the Wolf Creek Constructor's Test Control Program. In Reference 2), Kansas Gas and Electric Company (KG&E) responded to the violation and described the corrective actions to be taken by the Constructor.
As discussed on September 12, 1983, between Messrs. ECreel, OMaynard and CParty of my staff and Mr. WJohnson of your staff, a review of the Constructor's corrective actions by KG&E Quality Assurance organization revealed that the actions taken were not completely adequatc and that the test control program needed further enhancement. Therefore, KG&E issued a " Work Hold Agreement" on September 12, 1983, to stop the testing being performed by the Constructor until certain ct.anges are made to enhance the program.
The specific additional corrective actions that are required of the Constructor before the Work Hold will be released are outlined below:
- 1. Revise appropriate procedares to incorporate a standardized " Test Instruction Sheet" and proceduralize the use of the sheet. This action has been completed.

- 2. Resolve.the test control findings documented in the Constructor's Corrective Action Report 1-G-0024.
All but one of the findings have been resolved.
- 3. Constructor's QA staff to initiate an audit of the Corrective Action Report program effectiveness.
The audit has been completed and the results are under evaluation.
- 4. When a test is performed by KG&E Startup and verified by the Constructor, the Startup Test Report number and revisions shall be annotated on the Hydrostatic Test Report. Work Procedure WP-VII-211 has been revised to incorporate this requirement.
- 5. Revise appropriate p:;ocedures tu make the Hydrostatic and Pneumatic Test Report form consistent with the Constructor's ASME Section III Manual. This action has been completed.
