- Physical Security Plan (PSP)(Base, Contingency, and Training & Qualification Plans).

Revision 24 changes are summarized as follows:

1.

The Security Department supervisory secticn (contract personnel) has been restructured at the shift level. The minimum supervisory shift complement remains as previously identified. Additionally, one member of the minimum supervisory snift complement was upgraded from unarmed to armed status.

2.

The Licensee Designated Vehicle (LDV) policy at BVPS was revised to remove the requirement that a vehicle be observed for at least 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to granting it LDV status.

3.

Design Change Package (DCP) 2104 modified the location of the river water supply lines to the Unit 1 Emergency Diesel Generator rooms. This change necessitated the removal of a door to the Unit 1 #2 Emergency Diesel Generator room. This Vital Area barrier opening has now been sealed with concrete.

A change was made to Chapter 12 to correct the terminology used for 4.

firearms detector testing. Paragraph 12.3.c is now consistent with the terminology used at BVPS for firearms detector testing in accordance with Regulatory Guide 5.7.

-These changes, since they do not decrease the safeguards ellectiveness of the Physical Security Plan, are being submitted in accordance with 10 CFR 50.54(p)(2).

The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
