Dear Mr. Spessard:
i Enclosed is a copy of the final exercise report for the November 16,1994, full participation plume exposure pathway e.sercise of the offsite radiological emergency response plans site-specific to the Cooper Nuclear Station. The State of Missouri, and Atchison and Nodaway Cou nties, and the State of Nebraska and Nemaha, Richardson and' Otoe Counties, participated in this exercise. The. final exercise report was prepared by the Federal Emergenes Management Agency (FEMA) Region Vil staff. A copy of this report will be.
provided to the States of Missouri and Nebraska by the FEMA Region VII staff.
One Deficiency and twenty-one Areas Requiring Corrective Action were identified during this exercise.
The Deficiency concerned inability to coordinate the formulation and j
dissemination of accurate information and instructions to the public. It was corrected with j
the approval of an appropriate plan amendment and is now closed. FEMA Region VII staff will monitor the status of corrective actions.
.j Based on the results of the November 16,1994, exercise, and receipt of the January 23, 1995, approved plan amendment, the offsite radiological emergency response plans and preparedness for the States of Missouri and Nebraska and the affected local jurisdictions, site-specific to the Cooper Nuclear Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Cooper Nuclear Station granted on June 26,1984, will remain in effect.
