SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATER TO AMENDMENT NOS.147 AND 119 TO FACILITY OPERATING LICENSE N05. DPR-51 AND NPF-6 ENTERGY OPERATIONS, INC.

ARKANSAS NUCLEAR ONE. UNIT NOS. 1 AND 2 DOCKET NOS. 50-313 AND 50-368

1.0 INTRODUCTION

By letter dated April 18, 1991 Entergy Operations, Inc. (the licensee) submitted d request for changes to the Arkansas Nuclear One, Unit Nos. I and 2

( AND-1&2), Technical Specifications (TS).

The requested changes would replace the title " Director, Operetions" in each unit's Section 6,0, " Administrative Controls" with the title " General Manager, Plant Operations". The proposed amenoments woula elso revise TS Sections 6.8.2 and 6.8.3 to replace " General Manoger" with " Major Department Head".

2.0 EVALUATION The proposed changes are the result of the licensee's desire to have common titles for the individuals with the some function at all three sites ~;..'.,

3.0 STATE CONSULTATION

in eccordance with the Commission's regu d ions, the Arkhnsas State officiel was notified of the proposed issuance of the amendment.

The State official had no comment.

4.0 ENVIRONMENTAL CONSIDERATION

These amendments relate to changes in recordkeeping, reporting or administrath e procedures or requirements. Accordingly, the amendments meet the eligibility criteria for ratecorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to10CFR51.22(b},noenvironmentalimpactstetementorenvironmentalassess-ment need be prepered in connection with'the issuance of the amendments.

5.0 CONCLUSION

The Commission has concluded, based-on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public:

will not be endangered by operation in the proposed manner.. (2) such activities j

will be conducted in compliance with the Commission's regulations, and (3).the i

issuance of the amendnents will not be inimical to the common defense and
