i request to change the testing schedule requirements on their emergency diesel generators at Nuclear Plant Vogtle Units I and II in Burke County, Georgia.

'We believe that safety at the nuclear plant would be compromised if this request'were granted and create a greater possibility of an accident which would threaten the health, lives and property of our members which live in proximity to Plant-Vogtle.

We have many concerns with the requested Technical Specification change to operating procedures for the diesel generators at Plant Vogtle. One of the generators played _a significant role in the Site Area Emergency which occurred at Vogtle I on March 20, 1990, leading to a dangerous loss of power to the cooling systems. A subsequent investigation by your agency spotlighted chronic problems with the generators at Vogtle. The-licensee has been cited on more than one occasion for violations surrounding diesel generator testing. Georgia Power was called to an enforcement conference in 1990 'for the failure of the diesel duringlthe Site Area Emergency. In addition the NRC's Office of Investigation.is investigating allegations-that the licensee lied to the NRC about the reliability of the diesel generators following the Site Area Emergency..Wo believe that deleting the 5:100 criteria from the testing schedule significantly decreases reliability assurance at the confidence-level stated in NRC regulation.

We have been studying the diesel generators at Plant Vogtle for the last year with the Power Company and the NRC and have found a disturbing array of f

questions surrounding the reliability of the generators. We want tc see the generators weaknesses repaired and assert-that' appropriate testinq'of the generators facilitates revelation of the problems..At the minimum, we request that Vogtle's diesel generators be held to the current testing regulations in an effort to reestablish confidence in the problematic diesel generators.
