Dear Sirs:
This letter is to clarify the implementation of the Technical Specifications (TS) Amendments for Limerick Generating Station (LGS), Units 1 and 2, regarding the Station Qualified Reviewer (SQR) Program.
In our letter to the NRC dated July 13, 1990, Philadelphia Electric Company (PECo) submitted a TS Change Request for LGS, Units 1 and 2, related to implementation of the SQR Program.
In this submittal we described the proposed responsibilitles, authorities and qualifications of the Responsible Superintendent.
ibis individual would have the responsibility to review and the authority to approve certain procedures in place of the Plant Manager. The NRC Safety Evaluation associated with the TS Amendments for LGS, Units 1 and 2, indicates that the Responsible Superintendents at LGS are the fcur Plant Division Superintendents who repurt directly to the Plant Manager (see attached Organizational Chart).
Our intent, however, was that those performing the function of the Responsible Superintendent within the SQR program also include the other LGS Managers'(i.e., the Project Manager and Support Manager) since these managers are responsible for and cognizant of certain functional areas which include programs and procedures within the SQR program. Because these managers are not l
identified as Plant Operations Review Committee (PORC) a, embers in the TS, we did not specifically reference these positions in the discussion in our TS Change Request related to maintaining the same management level of review of new programs, procedures, and changes thereto as previously required by TS.

Qualified Reviewer Program However, these managehient positions meet the experience level and qualification level necessary to perform the function of the Responsible Superintendent for programs and procedures under their authority. As shown on the attached organizational chart, these positions are direct reports to the site Vice President.
Therefore, the Project Manager and the Support Manager at LGS will function as Responsible Superintendents within the SQR program in accordance with the requirements of the revised TS.
