Gentlemen:
This letter is being transmitted to document a conversation between T.J. Gaudet of Waterford 3 and the NRC Resident Inspector for Waterford 3 that occurred on Tuesday, June 18, 1991. The purpose for the conversation was to discuss an extension of the July 1,1991, due date for completing part of the corrective action for Violation 90-26 until July 18, 1991. The violation concerned two instances of not maintaining the integrity of the Waterford 3 Control Room envelope in accordance with Technical Specification (TS) 3.7.6 (Control Room Air-Conditioning System) and the associated surveillance testing requirements.
In Waterford 3 's response to Violation 90-261. A (Letter No. W3F1-91-0050 dated April 15,1991), Waterford 3 committed, amongst other actions, to submit by 7/1/91 a Technical Specification change revising TS 3/4.7.6 to include a 200 cfm makeup air flowrate limit in the surveillance requirements. (Note: This limit has already been incorporated into Plant Engineering Surveillance Procedure PE-005-004, " Control Room Air Conditioning System Surveillance.") The basis for the extension is that Waterford 3 is including this change as part of other extensive changes to the same specification wnich are all currently being prepared for presentation at the next SRC meeting scheduled for July 11, 1991. The NR.C Resident Inspector for Waterford 3 acknowledged the extension and stated that no concerns with the extension were identified. Therefore, the scheduled completion date for submitting the revision to TS 3/4.7.6 Ir. July 18, 1991.
