PURSUANT TO 10 CFR50.55a(a)(6). FINAL RULE. DATED AUGUST. 6.1992 The Final Rule,57 FR 34666, dated August 6,1992, requires Boston Edison Company (BECo) to conduct an augmented examination of the Reactor Pressure Vessel shell welds pursuant to the requirements stipulated in 10 CFR 50.55a(g)(6)(ii)(A). The' Subsection 6(ii)(A)(5) requires licensees that are unable to completely satisfy the requirements for.the augmented ' RPV shell weld examinations, to submit information_ to the Commission to support such determination and propose i

attematives to the examination requirements that would provide acceptable level of quality and safety.

Pursuant to 10 CFR 50.55a(g)(6)(ii)(A), Boston Edison Company plans to conduct an augmented

examination of the Reactor Pressure Vessel shell welds during Refueling Outage (RFO) #10 as follows:

Auamented Examination Scope:

The Reactor Pressure Vessel ASME Code,Section XI Table IWB-2500-1, item B1.10 shell welds will.

be examined a) remotely from the inside of the vessel to the extent possible and b) manually from the outside of the vessel where remote inside examination is not achieved and where scheduled bioshield wall blockout disassembly allows access.

- The remote intemal examinations will be performed in accordance with a remote inspection procedure developed by General Electric. The procedure was demonstrated at the " Performance Demonstration Initiative Qualification" Session-No. 61-02 in accordance with the 1992 Edition 1993 addenda of ASME Section XI, Appendix Vill requirements. The manual examinations will be performed in accordance with ASME Section XI, IWA-2230 as modified by Regulatory Guide 1.150.

g Auamented Examination Coveraae:

BECo has completed an access study of the RPV shell welds in preparation of this augmented examinatbn. The access study concluded that approximately 83% intemal weld coverage is possible for the augmented examination. This coverage will be supplemented by the external weld inspection coverage to the extent practical. Thus, the exact percentage of weld examined cannot be determined

' until examinations are complete during RFO #10. A report will be generated within 90 days after the outage which will detail the coverage and the examination results. BECo will submit this report to the NRC for information pursuant to Subsection 6(ii)(A)(5).
