Pursuant to the Freedom of Information Act, 5 U.S.C. 522, as amended, the Coalition for Safe Power requests the following documents regarding nuclear power plants on which construction has ceased but which continue to hold valid construction permits. Please provide all documents (including studies, reports, correspondence and memoranda etc.) regarding:

1. NRC Staff studies, analyses or appraisals of potential problems (including safety, quality assurance etc.)

confronting " mothballed" nuclear construction projects.

2. NRC Staff studies or concerns regarding the problem of equipment deterioration during construction delays, including the factor of length of time.
3. NRC Staff analyses of the effect of substantial construction delays at nuclear projects on the validity cf cost-benefit findings made under NEPA.
4. NRC Staff memoranda regarding the deferral of the Washington Public Power Supply System No. 3 project.
5. NRC Staff memoranda regarding the placing of the Washington Public Power Supply System No. 3 project into a

" preservation" or " mothballed" state.

6. In the " Analysis of Alternatives Related to WNP-3" May 26, 1983 by the Bonneville Power Adminstration, at page 40 it is stated that it is possible that "an additional 2- to 7-year deferral, beyond 1991, of the licensing of WNP-1" could occur.

7. The Washington Public Power Supply System has informed the NRC that construction of the WNP-3 plant has been deferred and further that it is seeking a source of funding in the next three to nine months (following the date of deferral). Provide all information in the possession of the Staff which addresses the length of time of deferral, potential financing by the Bonneville Power Adminstration and difficulties in financing WNP-3.

In our opinion, it is appropriate in this case for you to waive copying and search charges, pursuant to 5 U.S.C.

552(a)(4)(A) because furnishing the information can be considered as primarily benefitting the general public."

Following is the information required by 10 CFR 9.14(c) to nake a determination on a fee waiver for search charges for the records in the above request.

1. The information obtained from these records will be used in the operating license proceedings for Washington Public Power Supply System Nos. 1 and 3 and the construction permit extension of WNP-1 in which the Coalition for Safe Power is an intervenor. Such information will be the subject of media attentaion because of the proceeding as well as, if warranted, being the subject of news releases and news conferences.
2. The size of the public that will benefit by the disclosure is the public of Washington and Oregon who are affected by the continuation of construction of the WPPSS projects. The Coalition is well known and respected as a source of information by the press of the region.
3. The public will benefit from use of this information because it will be used in the above-referenced proceedings before the Nuclear Regulatory Commission. The information is also of public interest and will be disseminated through i the media if appropriate.
4. The Coalition will receive no financial benefit from l use of the requested materials; the organization distributes  !

information and educational materials free of charge. {

5. The Coalition is a non-profit tax exempt j organization. It relies upon donations and sales of small l merchandise items.

6. (i) If the informatior. received has environmental or safety significance it will be applicable to the above-reference proceedings therefore resulting in actions which will maintain or improve the public health, safety and welfare.

(ii) A regulatory process is improved when an intervenor is present and able to constribute to the proceeding to the fullest extent possible. Thus the requested records will improve the licensing process for the WNP-1 and WNP-3 projects.

(iii) N/A (iv) Insofar as specific issues of nuclear power safety and the Washington Public Power Supply System are and will continue to be matters of great interest and public debate in tha Pacific Northwest, thic information will contribute to the debate and any policy decisions which may be made.

Such information will raise the quality of the public debate over the WPPSS nuclear projects.
