As you_know, FEMA has' actively participated in the NRC-established Pilgrim Offsite Emergency Preparedness Task Force.

which focused primarily_on emergency preparedness issues raised at a public m'esting held in Plymouth, Massachusetts on September 6,

1990. The issues identified in the public meeting also encompassed the 6 issues-raised in the Self-Initiated Review.(SIR) produced by

FEMA ~ in-1987-which found that --of f site - radiological. emergency -

planning-- and L preparedness were inadequate-to protect-the public health and safety in the-event of an-accident at-Pilgrim.-

As stated and documented.in the attached recommendation from our l

' Regional ~ Director. of FEMA Region I to me dated June 17, 1991, Esubstantial---improvements have occurred, which bring the issues l

-identified-in the SIR, either to resolution or-to a. stage which allows FEMA zto-now. conclude that the previous negative finding concerning the protection of the' public health and safety no longer L-applies -

Therefore,- based on our review of the aforementioned-documentation, g

FEMA-finds that adequate protective measures can be taken-offsite
