Initiation of the resolution process was discussed with your Staff on October 26, 1983 and again during a telephone conversation on October 28, 1983. Although it was indicated that starting the resolution process would be acceptable, it is understood that these informal discussions do not constitute final approval of the process and that additional Staff comments may be received in a subsequent meeting with the NRC to be held later this month. Nonetheless, due to the history of cooperation between the Company and the hTC Staff on this issue, it was mutually agreed that the potential for significant proolems resulting from the meeting with the Staff is sufficiently small to justify starting the resolution process at this time.
